A new type of conspiracy case, the United States Attorney for the Eastern District of Michigan has begun to use their power to charge conspiracies to criminally prosecute groups of people engaged in the prostitution business. Under 18 USC §1591, the Government prosecutes these groups for “sex trafficking.” These cases have recently come to the forefront, especially in Detroit, where the Department of Homeland Security recently raided the Victory Inn Hotel on Michigan Avenue, claiming that the hotel was being used by an organization to sex traffic.

As far as who investigates sex trafficking cases, the Department of Homeland Security has taken over. It appears that Homeland Security is going to make sex trafficking investigations a major part of their total case load.
